Very fine wire wool + metal polish, then buff with a polishing cloth and dress with an alloy wheel sealer. Literally takes 30secs per tip and no elbow grease required.

fine wire wool as said above but source yourself some G3 cutting compound then once clean, go on and use Autosol as a fine finish to the pipes

Autosol Metal Polish cleared all the gunk from my exhaust, if its that bad then use a bit of steel wool too
